Foreword

The Human Resource Development Strategy for 2030 aims to strengthen the capacity of public health personnel, providing them with knowledge and skills to deliver quality health services.

This training curriculum is designed to build capacity in primary health care services at health center and community, equipping district-level public health personnel with the knowledge, skills, and competencies to delivery integrated health service and to transfer knowledge to healthcare provider in health center and village health volunteers (VHVs). The curriculum consists of six modules covering: HIV/AIDS and sexually transmitted infection (STI) prevention and control; tuberculosis (TB); malaria; integrated health education; communication skills; reproductive, maternal, newborn, child and adolescent health (RMNCAH) and sexual and reproductive health and rights (SRHR); and the use of integrated guidelines, case studies and role-plays. Together, these modules are designed to equip participants with foundational knowledge and practical skills related to screening, diagnosis, treatment, and prevention of HIV/AIDS, STIs, TB, and malaria, as well as the provision of sexual and reproductive health services, counselling, and daily care. Emphasis is placed on respectful, non-discriminatory, and people-centred service delivery, grounded in principles of equality and justice.

Therefore, the Department of Health and Personnel together with the Department of Communicable Disease Control, the Department of Hygiene and Health Promotion, Center for HIV/AIDS and STI, National Tuberculosis Control, Center for Malariology, Parasitology and Entomology, Center for Health Statistic and Information, The National Centre for Maternal and Child Health have developed this integrated health service training curriculum. The integrated curriculum addresses shortages in public health personnel while reducing time spent at health facilities and financial burdens for clients.

We would like to express our sincere gratitude to all partners and departments who contributed their knowledge, efforts, and dedication to the development of this training manual. Their valuable input has been essential in making this curriculum possible. Should users of this training curriculum identify any errors or have suggestions for improvement, they are encouraged to provide feedback to the Health Education Management and Training Division, Department of Health and Personnel, Ministry of Health. Such feedback will support ongoing review and refinement of the curriculum to ensure it is more comprehensive and improved compared to previous versions.
