      Terms and Conditions of Use

      Effective Date: July 1st 2025 Platform: DHP LMS (https://lms.osobo.net) Owner: Department of Health Personnel, Ministry of Health, Lao PDR

      1. Purpose

      These Terms govern access to and use of the Continuous Professional Development (CPD) platform hosted on Moodle. This service is provided free of charge.

      By registering or accessing the platform, users agree to abide by these Terms.

      2. Eligibility

      This platform is intended for health professionals, educators, and authorized personnel in Lao PDR. Users must be of legal age or have guardian consent if minors.

      3. Account Registration

      • Users must provide accurate personal and professional information.

      • Authentication may occur via email, Facebook, Google, or other approved OAuth providers.

      • Each account is personal and non-transferable.

      4. User Conduct

      Users agree to:

      • Use the platform solely for educational and professional development purposes.

      • Refrain from uploading harmful, offensive, or unauthorized content.

      • Respect intellectual property rights and platform integrity.

      5. Privacy & Confidentiality

      • Personal data (name, email, affiliation, course activity) is collected only for educational delivery and reporting.

      • Data is stored securely and accessed only by authorized personnel.

      • Users may request access, correction, or deletion of their data via email : lms@dhp.osobo.net 

      6. Third-Party Services

      • OAuth login via Facebook or Google accesses only basic profile data.

      • External services may have separate privacy policies; users are encouraged to review them.

      7. Content Ownership

      • Course materials are protected by copyright and may not be redistributed without permission.

      • User-generated content remains the property of the user but may be used for anonymized reporting.

      8. Platform Availability

      • The platform may undergo maintenance or updates. Efforts will be made to notify users in advance.

      • The Ministry of Health reserves the right to suspend or terminate access for violations of these Terms.

      9. Limitation of Liability

      The platform is provided “as is.” The Ministry of Health is not liable for data loss, service interruptions, or third-party misuse beyond reasonable control.

      10. Policy Updates

      These Terms may be revised periodically. Continued use of the platform implies acceptance of updated Terms.
